New Announcement Ping Role on Discord

We have added a new ping role for announcements!

Our staff team always tries to be mindful of how often we ping the community, thus many posts in #announcements do not have an `@everyone` ping

This ping will also be used for extra announcements during Dance Weeks and Marshallthon.

Feel free to grab the new ping role over at #channels&roles if you're a VRD enthusiast who wants to get pinged for everything we doooooOooOoo!
